Abstract

Toledo, located in the Norte de Santander department, was studied using a qualitative research approach. This approach, based on the experiences of various individuals involved in tourism—including merchants, service providers, and others—revealed that tourism can generate significant benefits for the community during peak tourist seasons. These benefits include increased participation in commerce, the activation of services, and the emergence of new opportunities for family businesses and entrepreneurs. This allows the activity to be replicated and become a viable alternative. However, some challenges remain, related to infrastructure, limited formalization of employment, insufficient promotion of institutional offerings, and a lack of practical experience in technical training. The results also suggest that tourism can represent a potential driver of regional development if its importance is prioritized and implemented in a coordinated manner, while simultaneously addressing sustainability.
