Impact of negotiation and customs on regional trade in Cucuta

Regional trade in Cúcuta is characterized by interconnected dynamics stemming from its border location with Venezuela. Formal and informal processes converge here, directly impacting local competitiveness. Negotiation emerges as a central element for resolving operational conflicts, managing contingencies, and ensuring compliance with procedures, especially in contexts where regulations change frequently or are interpreted inconsistently by border authorities. This also highlights that smuggling remains a structural factor distorting the formal market due to economic and regulatory gaps between Colombia and Venezuela, generating unfair competition for merchants. This article examines the role of negotiation and customs management in the efficiency of border trade, analyzing elements such as procedures, costs, institutional barriers, and the influence of smuggling. A qualitative approach is adopted, based on a case study and data collection using a semi-structured questionnaire with agents involved in trade and customs in the city. This study concludes by identifying structural challenges and practices that can strengthen trade facilitation in the region, such as promoting negotiation skills among local actors to address the tensions of a historically unstable border environment. It concludes that customs management, linked to efficient negotiation processes, is a determining factor for regional economic development.
